- A neighbor who lives at 1806 Pennsylvania Avenue is feeding feral cats on other neighbors’ properties without consent and without the owners’ knowledge. The cats are not a part of a TNR program and are not being trapped and treated. They are simply being fed, most often under the cover of night along a side street (McKibben Street between Ohio Ave and Pennsylvania Ave.) where there is low visibility. The cats are breeding and fighting and have become a nuisance.
